DOL IMPLEMENTS PERM PROGRAM STARTING MARCH 28th, 2005 The Department of Labor (DOL) implements a web-based system for filing and processing of permanent labor certification applications. Commonly known as PERM, this new system requires employers to conduct recruitment before filing their applications. However, employers currently do have the option of file the labor certification applications electronically, using the web-based forms or by regular mail. The PERM rule has changed the role for State Workforce Agencies (SWAs). SWAs are now required to provide prevailing wage determinations to employers.
